General Appearance/Physical Appearance: Standing at 5'7" and 136lbs, Tamara Lyell (Tegan to friends, confidents, lovers and anyone who's ever crossed paths with her, good or bad/Tamara to family and relatives) has an athletic figure that could best be described as slim but wiry (a criminal friend once described her as having muscles like nylon cords, their strength concealed by economy of size) borne of years plying her criminal trade. Her arms, shoulders and back are festooned with numerous tattoos - most of them gotten on the outside, some gotten on the inside - and most days wears her hair between her ears and her neckline.
Most times Tamara is dressed in a manner that allows to her to pass for any other casual professional in the crowd - casual, yet without a care in the world. Underneath the clothes, however, lies a woman who is a consummate professional at her craft.

Personality: Tamara's personality is that of an affably evil person; she's a professional criminal who will stop at nothing to do the job in front of her, but she's still human and not above polite conversation, even if its with someone she might have to kill later on if need be. She's a master thief who avoids violence if at all possible, planning everything out ahead of time and making sure she has plenty of "outs" at the ready. Yet for all that she lives a rather lonely life as the very same skillsets needed to be a master thief and underworld legend also mean never getting too attached to anyone or anything (case in point, her quote above).
However, that doesn't mean she's a robot without any feelings. She's lost count of the number of lovers - all of them female; she has no use for male lovers whatsoever - she's had over the years but she's also lost count of how many of their hearts she's broken in doing her job. That said, given she's well into middle-age, she's slowed down, taking only the biggest jobs available, ones befitting her status in the underworld. She's picky about the jobs she takes too - for instance, she flat turned down a job offered to her by Gotham crime boss Sal Maroni - not because it didn't pay well but because after researching the target, she straight-up told Maroni "There ain't enough money in the world you could pay me to ever want to steal anything belonging to Bruce Wayne, so just drop it before I drop you."
Skills/Abilities/Weapons/Powers: Most times Tamara carries a Glock or Sig-Sauer pistol concealed on her; given her line of work she's accumulated a few underworld enemies its' only natural she keeps a piece with her.
Now if she's on the clock its' a different story; depending on the nature of the job, she's been known to carry lockpicks, small concealable knives, semi-auto guns - whatever is needed to do the job. She's proficient in reading building charts when planning heists and thefts, taking note of any and all surveillance systems between her, her crew and the target. She's also pragmatic enough to call in the occasional marker for support.
As for abilities and powers? She's got a few; growing up, Tamara knew she had a gift for reading situations, a sixth sense if you will. As it turned out, it wasn't so much a "sixth sense" as it was actually known as a power referred to as telepathic scanning. Put simply, a person with this power (known in the criminal underworld as a Scanner) has the ability to hear the thoughts of everyone around them, 24/7. Most times, this is a good thing - being able to read the thoughts of someone nearby, particularly while pulling a heist or other job - but there's a catch; its' 24/7 and never stops. Most Scanners aren't able to control the constant, non-stop flow of thoughts and usually end up in insane asylums or in prison...the ones who are able to control them, like Tamara Lyell, are very much sought out for that ability.
But that skill for her had a price - its a major reason why her personality is what it is and its' what pushed her into becoming a criminal in the first place; she, along with her twin sibling Sarah Lyell, were bullied growing up (it turned out Sarah too was a Scanner) and ion fighting back against one bully, the two took the bully to within an inch of his life. No one ever let either of them forget and Tamara eventually accepted that, if this was the lot she was cast, why not use the power inside her for evil instead of good?
Weaknesses: As stated a few times above, Tamara leads a rather lonely life - though, in her words "I am alone, I am not lonely." Having the constant 24/7 stream of thoughts coursing through your mind sometimes leaves her mentally drained, a serious impediment in her line of work. It also affects her in other ways; if she's in a large crowd and suddenly there's a panic, it can leave her frozen in place due to the sudden in-rush of panicked thoughts, like a human statue.
Other times, it can cause her to be even more aloof than she normally is, which can make her seem withdrawn, arrogant and too-good-to-talk-to-you when in reality its' her way of dealing with the constant stream of thoughts.
History: (note: some of the history has already been mentioned in earlier parts) Surprisingly, for a person well-known to the criminal underworld of Gotham City, Tamara Lyell wasn't born in Gotham City but was born on the opposite coast in Los Angeles. Despite a somewhat harsh life growing up (being bullied didn't help) she did graduate from Carthay Center High School and had her pick of colleges and universities to attend; desiring to get away from the glitz and glamour of Southern California she traveled east and attended Gotham City University.
Channeling everything into her studies, she emerged from there with a Business Sciences degree, though by now she was already pulling occasional jobs for underworld figures both in Gotham City and other locations on the East Coast. Over time, her name became almost legend amongst criminals, both for the increasingly daring jobs she pulled off and the nonchalant manner in which she pulled them off. One such job, the Union Depository heist in Center City Philadelphia, is spoken of in near-reverent tones for this reason - it was one of the largest heists in U.S. history and it was, according to authorities, one of the most intricate heists ever carried out. To this day, Tamara still won't say how she pulled it off except to casually and slyly note "Just a Jedi mind thing, nothing more."
But even the wiliest of criminal masterminds has their bad days and she's had a few; several stints in prison are testament to those failures. After her last stint, she stayed off the criminal radar for several years, using some of her ill-gotten gains to ensure herself a comfortable exit someday from the criminal world she inhabits. But like someone addicted to the thrill of the hunt, she couldn't stay out forever and has made a regular home for herself in her now-adopted city, becoming the leader of a small crew of master thieves that doesn't answer to the powers-that-be in either the citizen world or the criminal underworld. She is her own captain in an ocean full of sharks and that's exactly how she prefers it - to be able to set her own course in Gotham. It doesn't mean she ignores the realities of the world around her, but it gives her a certain independence to act and think as she will, no matter who or what gets in her way.
Other Important Info You Want Us To Know: Tamara currently owns several homes across North America - Gotham City, Los Angeles, Philadelphia, Detroit and Metropolis - which, coincidentally, are also locations where she's pulled off major heists over the years. Most days when she's in Gotham City, she drives a DeLorean Wraith sports car that an ex-girlfriend gifted her after a successful heist and which sometimes gets mistaken for a certain superhero's vehicle (for which she scoffs and jokes "The difference between that playboy and me is that unlike him, I work for a living.").
